Les immigrés en situation irrégulière ont peur qu’ils soient expulsés par le gouvernement The main verb (être) is in the subjunctive because all verbs expressing emotional states such as fears, expectations, regrets, desirs and orders require the subjunctive- 'avoir peur que' expresses a fear so 'être' needs to be subjunctive third person plural- 'soient' This is also an example of a passive sentence meaning that the past participle (expulsé) needs to agree in gender and number with the subject of the sentence- (les immigrés) which is why we need the extra 's' on the end of expulsé
