What are the features of a diamond allotrope?

These are very strong bonds, causing the structure of diamond to have a very high boiling point. Does diamond have the ability to conduct electricity? no why not? It does not contain any delocalised electrons. what are delocalised electrons- these are electrons that have the ability to move and conduct electricity
