In a retrieve and recall question, you will need to first of all read the article you've been given, then you will need to find some key information that you think is important, and finally write around these key points and pieces of information you have found in your answer. Whilst doing a retrieve and recall style question, you want to aim for about 4-6 points (preferably with each point having its own paragraph), and will want to include small quotes embedded in your answer to help back up the points you are making. As well as including short quotes, you'll want to write about how you interpret the text and what you believe the text means and conveys overall. You won't want to spend more than 15 minutes on this type of question, as they tend to only be 8-10 marks in an exam.
