how would I structure a 16 mark question?

if the essay has no stem to it I.e refers to a person in the question -then there is 6 marks for A01 which is primarily description of a theory or an experiment e.g what procedure was used, how many and what type of participants etc  -then there is 10 marks for A03 which is evaluation of that experiment or theory. This is done by a PEEL paragraph whereby your point is made you show the evidence you then explain the evidence and you link it back to the question (then would show an example of how to do this)  i would also explain that at the beginning write a few sentences explaining what the essay is about e.g by use of a definition and also tell them to have a small conclusion whereby they answer the question  However if there is a stem A02 this contributes roughly 4 marks and therefore 6 for A03. This shows the examiner that you cannot only learn the content but apply them to everyday situations. I would express that when there is a stem it should be referred to in every single paragraph and I would show an example of how to do this.
