What is a Turn-out in the elections?

A turn-out is the percentage of those eligible and registered to vote who actually cast a ballot. As you may know, not everyone is allowed to vote. Hence, the turn-out only represents those allowed to vote, who registered before the vote and then actually went and voted, it does not represent the whole population.
