This is a sentence from the 2013 Exam Paper.The correct translation is the following: 'Hannibal, having encouraged (past participle) the sailors (acc) in such a way, ordered (perf 3rd sg) the fleet to sail into battle. But before the sign could be given (priusquam+subj imperf indicates potentiality), Hannibal sent (perf 3rd sg) a courier in a skiff with a white flag to find out where Eumenes was (ut+subj is a final clause)'.
