What is the best way to structure paper 1?

To meet criterion C, a logical structure is necessary. I personally found the most effective way to structure paper 1 was to organise each paragraph by idea/theme, such as mood, structure or, stylistic features, then compare and contrast both the texts in regards to this every theme/idea, and relate these to audience and purpose of the authors of the texts.
In the introduction it it is important to mention audience and goal of the texts, compare and contrast them, and how these ideas/themes let the author reach their goal and audience. For the body of the text, structure each paragraph around one of these ideas/themes. The most important thing to remember about structuring paper 1 is to compare both texts in every paragraph. It is tempting to first discuss one text, and then the other, but this can result in running out of time as well as not comparing enough, which is key for criterion A. At the end of each paragraph, always connect the theme/idea to the purpose and audience of the text.
