Can I include extra-curricular activities in my personal statement?

While a personal statement naturally has to have an academic focus (if that is relevant to the subject you are applying for), universities usually like to see that you are able to balance your time effectively and thus finding things to do outside work life. A university is also interested in you as a person and what you can contribute to their student body, so whatever you like spending your free time doing is worth putting down. Keep it succint though, and make sure it does not take up the majority of your word count!
