'Constitutional Reform since 1997 has not gone far enough'

Introduction: Define constitutional reform and state issues that have occured that call for constituional reform e.g. centralisation of power and the need for devloution. Position your argument --> constitutional reform has been acted upon, but not enough to make a difference. Paragraph 1: The UK's constitution is too concentrated in the centre aka Westminster dominates control on local government e.g. councils forced to make drastic cuts to services. Paragraph 2: 'Weak Protection of Rights' has limited the power of govermnet, but it could be argued that it's gone too far. However, implementation of the HRA means UK citizens are able to be more aware of their rights; takes greater consideration of citizen's rights in their actions --> more democratic and has gone far enoughParagraph 3: 'Elective dictatorship' means UK government is overly powerdul and the system of parliamentary and principle of parliamentary sovereigny means the fusion of executive and legislature power; unelected House of Lords with only one reform under Blair's government, 1999. Additional reference to electoral reform on elective dictatorship aka 'First Past the Post'/Conclusion: Directly answer the question: noticeable changes but not big enough to make a difference. Majority of reforms have hardly made any impact.
