1% of a number is that number divided by 100. So 60% of a number is 60 times that number divided by 100.In this case, we want 60% of 70. So, we do (7060)/100. This is a rather big fraction, but we can simplify it by cancelling it down. There are two factors of 10 in the numerator, 60 and 70, and 100 also has two factors of 10 (1010). So, we can cancel the fraction down to 7*6, which is 42.
