Why do flood zones still have a range of human activities?

There are many opportunities for development even though there may be potential flooding risks. These opportunities/activities may take the form of renewable energy sources such as hydroelectric power (HEP) as these river systems will have greater depth, more velocity and therefore more potential for energy production.The flooding of land beside rivers leaves deposits, for example Silt, which help create fertile soils on floodplains. These floodplains then become effective sites for human agricultural activity and maximum production yield for farmers to experience an economic gain.The area may have nature spots which are under conservation and the use of the land is therefore partly protected but also experienced by the public.Overall, there are many different potential uses for this land which must be balanced and weigh in the potential for human activity/use with the potential risk of flooding which could be hazard.
