Cabinet Ministers have seen their powers decline as emphasis has shifted away from the Cabinet and towards a more ‘sofa style’ of government . One example of this is the case of the Prime Minister’s inner circle of advisers playing a more important role. Under recent Prime Ministers such as Theresa May, decisions such as formulating manifestos have been decided by senior advisers not the Cabinet. Secondly, it is often the case that prior to presenting a policy to the full cabinet that it has already been decided through bi-lateral meetings with the relevant ministers. Therefore, when put before the Cabinet for discussion any potential opposition has already been dealt with before the meeting. Thirdly, the media has played a role. Through its increased focus on personalities (essentially party leaders) it has contributed to more public attention being targeted at senior individuals rather than the Cabinet and the government as a whole thus decreasing coverage of their actions.
