As the victors of the First World War, the allies clearly viewed Germany as a criminal and themselves to be the bringers of law and order, as demonstrated by their depiction as policemen. The desolation in the background could represent the criminal activities and damage the Germans brought down on the allies during the First World War and the fury on the German criminal's face gives the impression that Germany is still angry, dangerous and untrustworthy.
